Several types of fees can be collected during the construction or remodel of a building:

Building fees pay for the review of construction plans, issuance of permits, and inspection of projects for compliance with the approved plans. National, State and local building and land use requirements are included in these services.System Development Charges (SDCs)
SDCs are one-time fees assessed during the construction phase of development projects that will increase the impacts on existing stormwater, wastewater, transportation and parks systems. In 2016 Senate Bill 1533 authorized Oregon cities and counties to establish a construction excise tax; beginning July 1, 2019 this tax will be applied to projects in Eugene. The CET has been created to provide a dedicated source of funding for affordable housing and applies to all improvements which result in a new structure, additional square footage to an existing structure, or addition of living space to an existing structure. For the first year, the CET will be 0.33% of the value of permitted work and will increase to 0.5% the following year. It is projected to remain at 0.5% for every year thereafter. However, for the first two years, the tax will be offset by a reduction in system development charges (SDC), equating to no additional cost to development. Under Oregon law (SB 1036), school districts are allowed to collect a CET on developments within their district boundaries to fund a portion of the cost of new or expanded school facilities. Bethel School District is currently the only district within Eugene that assesses a CET, Eugene District 4J does not.
