The City of Eugene offers a suite of housing resources available to community members. Some of these programs are available whether or not you live in an affordable housing unit.


Looking for an Affordable Home?

Community members can contact affordable housing property managers for information about applications and waiting lists for affordable housing. While the City of Eugene does not own, operate, build, or manage housing, we collaborate with non-profit and other affordable housing providers. Information is available for housing that is affordable to lower income persons.

SETA Tenant Hotline

Springfield Eugene Tenant Association (SETA) provides a free tenant hotline to Eugene residents. SETA is a non-profit, public service organization that is dedicated to renters' rights and interests.

Home Repair Program

The Home Repair Program program is available for very low-income homeowners to correct conditions that create an immediate threat to the health and safety of the occupants. Accessibility improvement projects are also included. This program includes owners of stick built homes as well as owners of mobile homes.

By receiving federal funds from the U.S. Department of Housing and Urban Development (HUD), the City of Eugene commits to Affirmatively Furthering Fair Housing. This is achieved in a variety of fair housing activities. Fair housing services and activities are open to all community members.

Rental Housing Code

The Rental Housing Code was created in 2005 to sure rental properties in the city are safe by creating minimum habitability standards, and by providing resources for property owners/managers and renters. The Rental Housing Code applies to all properties within the City.

Condominium and Manufactured Home Park Conversions

The City of Eugene regulates the conversion of rental units to condominiums and the closure of manufactured home parks in order to provide appropriate protections and supports for the tenants residing in such properties.
