Emergency Minor Home Repair Program

Through the federal Community Development Block Grant (CDBG) program, the City of Eugene offers assistance for very low-income property owners to correct conditions that create an immediate threat to the health and safety of the occupants or could cause rapid deterioration of the structure. Assistance for very low-income homeowners of stick frame homes includes 0%, deferred loans, up to $5,000. For very low-income mobile homeowners, grants are available in the amount of up to $5,000. Grants do not need to be repaid.

Eligibility Requirements

Eligibility requirements for the program are:

  • Property must be within the Eugene city limits and annexed into the City
  • Repairs must be eligible types of work and limited to living space areas
  • Applicants must meet very-low income requirements, as follows:

  • Leaking roof
  • Home security

The maximum assistance per property is $10,000 depending on the project. 


The Emergency Minor Home Repair and Accessibility Improvements programs may be combined.
